Chief Bill McMahan joined the PISD PD as a Dispatcher in January 2002. He received his Basic Certification in Law Enforcement from Houston Community College. He joined the P.I.S.D. P.D on July 16, 2003. Bill was selected as the 2009 Officer of the Year. Bill is a certified Hostage/Crisis Negotiator for the department's Crisis Negotiations Team and a graduate of the FBI-LEEDA Trilogy program. Bill holds a Masters Peace Officer License, is TCOLE Instructor, has served as a Field Training Officer, Firearms Instructor and Defensive Tactics Instructor for the department. Effective August 22, 2011, Bill was assigned to the position of Detective. Bill was promoted to Sergeant on May 29, 2012, and assigned to Patrol. June 01, 2015 Bill was promoted to Administrative Captain where he would oversee, Administrative Services, Policy Management, Telecommunications, and Training. February 27, 2024 Bill was appointed to the position of Chief of Police.

Captain David Garza

Captain David A. Garza

Captain Garza has served as a Texas Police Officer since 1993 and has proudly served his entire career with the Pasadena Independent School District Police Department.  Captain Garza served as a K-9 explosives handler for the Department prior to his promotion to Sergeant.  He is Team Leader of the department's Crisis Negotiations Team. 


Capt. Garza began his career by receiving extensive gang awareness training, which allowed him to educate others on the dangers of gangs.  He was also a DARE Instructor for two years and was a member of the Bike Patrol Unit. He has been the President of the P.I.S.D. Police Officers Association for 15 years and was selected as the 
Officer of the Year, 2000/2001.  He was promoted to the rank of Sergeant on 05-12-04 and served as Patrol Supervisor and Administrative Sergeant. David served three consecutive terms on the Board of the Texas Municipal Police Officers Association.  He holds a Master Peace Officer Certification and is a TCOLE Instructor specializing in patrol operations. David is a graduate of the A.L.I.C.E. instructor program and has been instrumental in the development and overseeing the training program. He was promoted to the rank of Captain on 2-7-12 and oversees Patrol, Detectives, Fleet, Special Assignments, Records Management and The Crossing Guard Supervisor.

Captain Smith
Captain Lonnie G. Smith II

Captain L. Smith II joined the department on 02-11-2008. Lonnie formerly served as a telecommunicator and Deputy for Harris County Precinct 1 Constables Office. Captain Smith served as a Narcotics K-9 Handler with his partners "Brutus" and "Hank". Captain Smith attended and completed Basic and Advanced SWAT through Paul Howe's CSAT and serves as a Cadre Instructor for our Emergency Response Team. After the completion of Training Smith served as a SWAT Team Member for the Pasadena Police Department. In 2015 Captain Smith was named the Officer of the Year. In 2018 Lonnie was promoted to the rank of Patrol Sergeant and served as a first line supervisor to our patrol element. In March of 2024, Smith was promoted to the rank of Administrative Captain where he will serve as the department's Terminal Agency Coordinator, T.C.O.L.E. Training Coordinator, and lead of our Administrative Services Division.
