Casey PhelanCasey Phelan, Board President

Casey was born in and raised in northeast Pasadena. His father worked in the petrochemical industry and his mom stayed home to raise him, his twin brother, two older brothers and an older sister. Casey attended McMasters Elementary, Sparks Elementary, San Jacinto Intermediate and graduated from Pasadena High School in 1992. Casey enlisted in the US Marines out of high school and served honorably for 6 years. Upon returning to Pasadena Casey immediately began the process to become a Pasadena Police Officer and graduated from the 49th Basic Academy in March of 1999. In his almost 22 years of service to the citizen’s and City of Pasadena, Casey has served in various uniformed divisions within the department as well as investigative units. Casey is most proud of the 8 years of work he participated in while assigned to the Criminal Investigations Division investigating juvenile related crimes. He’s attended a myriad of courses and trainings related to assault, theft, abuse, runaway, abduction, and sexual assault. Casey then spent the last 6 years of service as a canine officer before returning to the Criminal Investigations Division assigned to the Family Violence Unit. Casey also serves as a crisis negotiator for the department’s Crisis Negotiations Team. Casey holds a Master Peace Officer’s certification and serves voluntarily for the City of Pasadena’s federal credit union where he and a cross section of city employees review loans.

Casey is married to his wife Diane, a graduate of South Houston High School. Diane has worked in Pasadena ISD since graduating from the University of Houston.

Casey and Diane are the proud parents of two adult daughters. Lindsey, a 2020 graduate from Texas A&M has a sports management degree. Lindsey attended Teague Elementary, Carter Lomax Middle School, Bondy Intermediate and graduated from Pasadena Memorial High School. Hailey is currently a Junior at Cornerstone University, Michigan and is completing her degree in music education.

Casey is an active member of South Main Baptist Church and teaches 9th grade Sunday school. He’s volunteered his time to advise and establish security for special events for the church as well as daily church activities. Casey has volunteered for numerous activities across the school district to include the Dancing with the Principal’s inaugural fundraiser, McDonald’s Invitational Basketball tournament, numerous career days to various schools and graduations of all the district’s high schools.

Marshall Kendrick, Vice President

Marshall Kendrick is the retired director and general manager of Maleic Anhydride Business for Bayer Corporation. He holds a Bachelor's degree from Stephen F. Austin University in Nacogdoches. He and wife Denie have two children, both graduates of Sam Rayburn High School. Kendrick is a deacon, Sunday School teacher and member of the finance committee of South Main Baptist Church.

Member Vicky

Vickie Morgan, Secretary

Vickie Morgan is a homemaker and the mother of three children, who graduated from Pasadena schools. She has been honored with two Texas Life Memberships (1982, 1988), a National Life Membership (1989), and an Extended Life Membership (1991) from the PTA, was named Leader of the Year by the Girl Scouts of America (1984) and Outstanding Young Woman of America (1983). She currently serves as secretary to a city-appointed Board of Directors for the Pasadena Second Century Corporation, which is a non-profit industrial development corporation. Morgan is actively involved in the Girl Scouts of America, the Parent Teacher Association, and is an active member of South Main Baptist Church, where she serves as Sunday School and Vacation Bible School director and greeter.

Vice President Nelda

Nelda Sullivan, Assistant Secretary

Nelda Sullivan and her family have been residents of Pasadena since 1958.  Since moving to the area, she has been active in numerous community, civic, and service projects.  A retired banker, she served in an executive capacity for over thirty years. She was elected to the board of trustees for Pasadena Independent School District in 1993 and has been re-elected to consecutive terms since that time.   She has held numerous positions on the board and is the first to acknowledge that she is delighted to be a part of the 19th largest school district in Texas and to be a part of the great things happening in public education.

Nelda is past president of the board of trustees for HCA Healthcare Southeast and presently serves as a certified member of the board of trustees.  Her involvement in civic and community activities includes past leadership roles in the South Pasadena Rotary Club, Soroptimist International of Pasadena, Pasadena Chamber of Commerce, The American Heart Association, the Pasadena Police Academy Advisory Board, The Pasadena Philharmonic Society, a volunteer for Boy Scouts of America (all three grandsons are Eagle Scouts}, Pasadena-Hadano, and Japan Sister City Association, serving as a host family on numerous occasions. She is a graduate of the Pasadena Citizens Police Academy and an active member of Sunset United Methodist Church.

Sullivan has been honored as Citizen of the Year by the Pasadena Chamber of Commerce and as a Woman of Excellence by the Houston Federation of Business Women.  She was also awarded a congressional certificate by the 29th Congressional District of the United States House of Representatives and by the City of Pasadena for outstanding community service.  She was named Volunteer of the Year by the American Heart Association. Additionally, she is a Paul Harris Fellow.  Honored by the school district, a new middle school serving students in grades 5-6, located at 1212 Queens Road, in Pasadena was named the Nelda Sullivan Middle School.  

Even with the honors and accolades, family takes top priority in Nelda's life. She is a widow, (Charles passed away in 2010) the mother of three children, grandmother (MiMi) to seven and great grandmother (Gran MiMi) to sixteen.  Her hobbies include quilting, gardening, and reading.

Crystal Davila

Crystal Dávila, Member

Crystal Dávila is proud to call herself a lifelong Pasadenian.  Her mother came to the United States in 1989 as a migrant worker with little money in her pocket and big dreams in her heart.  Her father worked various odd jobs in Houston.

Her parent's struggle as immigrants has impacted Ms. Dávila’s core values.  Attending Pasadena ISD schools in her youth, including L.F. Smith and Queens Intermediate, Crystal learned early on that education brings respect , increased opportunities, and upward mobility.  Ms. Dávila graduated from Pasadena High School in 2011, and went on to graduate from University of Texas at Austin with a Bachelor of Arts degree in Mathematics & Urban Studies.  She also earned a teaching certificate from UTeach.  Then, to give back to her community,  she returned to her alma mater, Pasadena High School, to teach math for five years.  

Ms. Dávila is a member of the Pasadena Education Association and the National Educators Association. She now teaches at East Early College High School in Houston Independent School District.  She is committed to improving educational experiences overall.

Kenny Fernandez, Member

Kenny Fernandez, is the co-owner and President of North American Shipping Agencies.  He is a graduate of Dobie High School and Sam Houston State University in Huntsville.  Fernandez is married to wife Kasie, who previously worked as a girl’s athletics coach at Pasadena Memorial. They have two children who attend Pasadena schools.

Paola GonzalezPaola Gonzalez, Member

Paola Gonzalez is the daughter of Mexican immigrants. She was born and raised in Houston.  Paola graduated from the University of St. Thomas with a Bachelor of Arts in Communications and Philosophy. She obtained a Master of Arts in Biblical Counseling from Dallas Theological Seminary.

Paola is a Licensed Professional Counselor, mental health provider, and Registered Play Therapist. Paola is the founder of Pasadena Counseling Center. Prior to founding her own practice, Paola served as the only child therapist on staff at The Bridge Over Troubled Waters for many years and now proudly serves on the board of directors. She also serves on the board of Pasadena Health Center.

Paola volunteers her time to churches, speaks at women’s conferences, and provides training for mental health service providers. She volunteers for health fairs and career days at schools throughout the district. She served on the Pasadena South Rotary Club as Treasurer and Scholarship Committee Member.

Paola has five children, four of them attend Pasadena ISD schools.  As a family, they are active in their church, City Church, and Paola serves as a deacon. They are active in their community and volunteer with various local organizations and nonprofits in the Pasadena and Houston area.  She is a foster care and adoption advocate and is an adoptive parent, dedicating her life to her children and the children of Pasadena and Pasadena ISD.
